Need fast recommendations please

Hello as the title says i have a setup where my idle cpu temp is around 48° 53°C which goes to 78 to 87 on different games (i.e last of us on ultra settings makes it peak 89s then the system shutdowns ) is there any chance i could fix this issue if i upgrade my trash case fans or by getting a water cooling system ??
